Terry Allen is a veteran political and legislative strategist with expertise on a broad range of issues ranging from technology, energy, judiciary, and telecommunications, to tax, trade, health care and nutrition policy. With over 29 years of professional experience in government, politics and public policy, Allen delivers results for Fidelis’ clients through practical understanding of the legislative and decision-making processes and through building strategic partnerships and diverse policy and political coalitions. As founder and president of Fidelis Government Relations, a strategic consulting and government relations firm based in Washington, DC. Allen has represented some of America’s leading companies.
For over six years Allen served as Chief of Staff for former NFL Hall of Fame wide receiver and U.S. Rep. Steve Largent (R-OK) managing all aspects of the Congressman’s legislative and political agenda. In 1998, Allen managed Rep. Largent’s race for House Majority Leader which was decided on a third ballot -- an unprecedented feat for a two-term House Member.
In 1990, Allen founded and served as Executive Director of the Resource Institute of Oklahoma, a non-partisan public policy think tank in his native Oklahoma City, Oklahoma. While directing the institute, he co-edited Health Care in Oklahoma: Prescription for Reform, published by New Forums Press.
During the 101st Congress, Allen served as a Policy Analyst for the House Republican Study Committee, covering health care, labor and judiciary issues. During the Reagan Administration, Allen served as Legislative Liaison in the Office of Legislative Affairs under Secretary William Bennett at the U.S. Department of Education.
Allen is also recognized as a veteran political strategist. For over two decades he has advised dozens of campaigns throughout the nation and taught campaign schools in the U.S. and internationally. He has played senior roles in political campaigns for statewide offices, Congress, U.S. Senate and President.
Allen received his B.A. in Communications in 1986 from Oral Roberts University in Tulsa, Oklahoma. He is married to the former Laurie Deitz of Fairfax, Virginia. They have five grown children and one grandchild.
Fidelis operates in partnership with Sextons Creek Consulting founder Bill Smith, who served as chief political and policy advisor for Vice President-elect Mike Pence for 16 years. Smith served as chief-of-staff to Governor Mike Pence in the Governor's Office. In that capacity, he oversaw the Governor's policy and political operations. Prior to his service in the Governor's office, Bill served as chief-of-staff for Congressman Mike Pence.
Before his service with Pence, he was the founding director of the Indiana Family Institute, a public policy organization dedicated to the
strengthening of family life in the Hoosier State. He lead the non-profit organization as its executive director for more than a decade. He hosted a daily radio talk show called “Indiana Family Forum” and edited a monthly newsletter with a readership of more than 20,000 households.
Smith is the recipient of several commendations and awards, including the Indiana National Guard's Distinguished Service Medal and Indiana's Sagamore of the Wabash.
From 1983 until 1989, Smith worked as the legislative director and chief-of-staff for Congressman Dan Burton of Indiana.
Smith has managed and served with several political campaigns during his 30 years of involvement in the public square.
He has also advised not-for-profit organizations on how to improve their management structure, communications strategies and board development. He also serves as president and chairman of the board for The Attic Theatre, Inc, a local non-profit theatre guild.
Bill was born and raised in Madison County, Indiana. He and his wife, Karen, have five children and nine grandchildren.
